全站工具多语言翻译补全

A full i18n completeness sweep across the toolbox: quite a few tools had interface text that stayed in Chinese no matter which language you were browsing in. All of it now follows the active locale.

What was fixed

• CSV Editor — every part of the editor is now translated: title, upload / paste / add row / download buttons, chart type options, column action header, row labels in charts, editing tips and the stats line at the bottom.
• Docker Helper — restart policy options, Compose / prune / network / volume action dropdowns are now translated instead of showing Chinese annotations.
• Text Encryption — expiry options ("1 hour", "24 hours", "7 days", "30 days") now follow the language.
• DOT Renderer — canvas interaction hint and the interaction instruction list are translated.
• Markdown Preview — the default sample document shown on first open is now localized.
• Favicon Generator — the comments inside the generated HTML snippet are localized.
• Misc — the "Visit" link on tool recommendation cards, the failure toast on Emoji Icon Generator, and the "cannot convert" fallback in Timezone Converter.

Vietnamese translation catch-up

The Vietnamese version had 176 interface strings still showing Chinese across DNS Lookup, EXIF Viewer, File Hash, Image Merge, Image to ICO, Image to PDF, Image to SVG, Text Encryption, Word Cloud and more — all of them are now properly translated, including sample data in the CSV editor (Vietnamese names and cities).
